Job Description:
The primary responsibility of the Director - Engineering/Facilities is to oversee all departmental operations for the Internal Maintenance and Facilities departments which includes, but is not limited to:  mechanical, electrical, plumbing, HVAC, carpentry, paint shop, tool shop, grounds, central utility plants, environmental health & services and mailroom. All duties are to be performed in accordance with departmental and the Sands Casino Resort Bethlehem (the “Sands”) policies, practices, and procedures. 
  • Directs Human Resources responsibilities for assigned department(s) to include: creating a work environment that promotes teamwork, performance feedback, recognition, mutual respect and employee satisfaction; quality hiring, training and succession planning processes that encompass the company’s diversity commitment; compliance with company policies, legal requirements.
  • Monitors and maintains the normal operation of all plants and equipment within the complex to ensure they are operated in a safe and efficient manner.
  • Facilitates contract negotiations
  • Drawing & Document Controls.
  • Ensure compliance with all code and permit requirements 
  • Oversees add improvements throughout the exterior of the property and facilitate change outs, oversee the daily operation of the mailroom, and direct  the daily operation of outside contracted services
  • Coordinates and supervises the planned maintenance activities carried out by the contractors and in-house technicians for building services, systems and equipment in order to meet the required objectives.
  • Directs engineers on routine maintenance and urgent repair works in accordance with sound engineering practices and occupational health and safety regulations (OSHA compliance).
  • Conducts on-site inspection and monitor the work progress.
  • Supervises the contractors to carry out the mechanical and electrical maintenance and urgent repair works to ensure their works are in compliance with the required specifications and standards.
  • Analyzes the defects of the plants and equipments and initiate the corrective actions.
  • Completes all paperwork in accordance with Pennsylvania Gaming Control Board and approved Sands standards.
  • Ensures divisional/departmental compliance with Sands’ Standards of Steel customer service standards.
  • Provides superior customer service to all internal and external customers in compliance with the Sands’ Standards of Steel customer service standards.
  • Develops departmental policies and procedures within the framework of the overall property policies and procedures and ensures compliance with both. 
    • Writes or directs the writing of and compliance with Pennsylvania Gaming Control Board internal controls.
    • Responsible for divisional or departmental compliance with all Pennsylvania Gaming Control Board rules and regulations.
    • Plans, develops and directs staffing, training and supervision for all division or department team members.
    • Develops and accountable for daily, weekly, monthly and annual divisional and/or departmental financial forecasts and budgets and responsible for achieving plan.
    • Develops and fosters an environment of teamwork and interdepartmental cooperation.
    • Responsible for the timely evaluation of all direct reports and conducting introductory period and annual performance reviews.
    • Maintains an open door policy and addresses all team member issues and/or concerns in a timely manner.
    • Conducts skip level meetings with departmental management and line level staff.
    • Conducts divisional/departmental staff meetings at least once per month.
    Performs additional duties as assigned.   
Job Requirements:
MINIMUM EMPLOYMENT REQUIREMENTS:  18 years of age, proof of authorization/eligibility to work in the United States, High School Diploma or equivalent, ability to communicate effectively in a positive/upbeat fashion utilizing English; both in oral and written form, interpersonal skills with focused attention to guest needs to deal effectively with all business contacts, maintain a professional, neat and well-groomed appearance adhering to the Sands appearance standards, maintain consistent adherence to the Sands Standards of Steel, including weekends and holidays.
SPECIFIC POSITION REQUIREMENTS:  Minimum of 10 years Resort facilities maintenance or equivalent work experience, 10 years management experience in facilities engineering & property management, utility procurement experience, contract negotiation experience and knowledge of financial and budget tracking is preferred.  Work in a fast-paced, busy, and somewhat stressful environment. Maintain physical stamina and proper mental attitude while dealing effectively with guests, management, team members, and outside contacts while working under pressure and meeting deadlines. Must be able to frequently move freely about the office, maintain manual dexterity to access computer via computer keyboard and operate office equipment, such as telephones, copiers, fax machine, etc., withstand various activities such as frequent walking, sitting for long periods and withstand prolonged standing, stretching, bending and kneeling without restriction. Be able to work indoors and be exposed to various environmental factors such as, but not limited to fatigue, noise, dust, cigarette smoke, and be able to access all areas of the property.  Must be able to qualify for and obtain a Pennsylvania Gaming Control Board License.
