CFO Position, ICSH
 
Irving Coppell Surgical Hospital is located in the Irving/Las Colinas area of Irving at I635 and MacArthur Blvd.  We are a fully licensed hospital, have 12 Inpatient beds, 7 Operating Rooms, Imaging Services and a 3 Room Emergency Department.   We are a physician owned facility that is managed by United Surgical Partners International and also an affiliate of Baylor Medical Center at Irving.
The CFO role is an integral part of the success of the hospital, and requires dedication, critical thinking skills, analytical skills, and understanding of regulatory and accounting standards.  The CFO upholds the integrity of the facility’s state, federal, and local data submission and of the financial and compliance reporting processes. The CFO is also much more visible in this environment and needs to have excellent interpersonal skills and be able to demonstrate developing the people they work with, as this is a “hands-on” leadership position.

Candidate Requirements:
Minimum 5 years in a hospital financial management capacity.  
Bachelors degree in Accounting required.  
Masters degree in Business Administration, Accounting or Health Care Administration preferred.
Minimum 5 years demonstrated experience in managing and developing staff and multiple departments.
Ability to demonstrate strong analytical and computer skills.

JOB REQUIREMENTS:
Positions Responsibilities & Duties include:
Leadership & Staff Development.
Member of the Senior Leadership Team along with the CEO, and Chief Nursing Officer (CNO).
Must have excellent interpersonal skills with all of our customers – our patients, our physicians and our staff, and exercise positive leadership capabilities.
Responsible for the leadership and management for the following departments:
Health Information Management • Accounts Payable and the Business Office Operations • Materials Management Department • IT Department • Oversees the accounts receivable, accounting and collections functions. • Supervises and develops leaders in the departments supervised. Recruits and selects team members. • Serves as liaison and resource for the Department managers and Administration concerning financials issues.
Investigates and resolves customer service issues related to billing, admissions, collections and medical records.
Prioritizes financial and business office goals.
Attends education seminars and conferences to keep abreast of changes in reimbursement and case costs, changes in Medicare, state and federal regulations.
Oversees education programs about charity/financial assistance options for patients.
Financial Management & Planning, Month End Reporting and Annual Budgeting Process.
Analyzes financial statements, including a review to detect errors and misstatements.
Provides guidance and support in preparing and analyzing financial reports.
Prepares annual hospital budget, including capital budget. Actively works with USPI to review and negotiate sources of financing for capital equipment and expansion projects.
Tracks capital and expansion projects to ensure all dollars are accounted for, that financing deadlines are met, and that budget is met.
Coordinates and controls the facility’s cash and investment management activities.
Assures Business Office Processes follow USPI Internal Control protocols.  
Performs Bad Debt analysis and implements containment processes.
Reviews case costs versus reimbursement. Analyzes potential impact of changes in payer and case mix, procedures, or supplies.
Prepares Medicare Cost Report items.  The report is compiled by an outside accounting firm. The CFO collects the Medicare Cost Report information throughout the year and works with the accounting firm to complete the Cost Report.
Ensures correct reporting and timely filing of the Medicare and Medicaid Cost Reports and annual AHA Survey.
Reviews and approves Medicare and Medicaid Cost Report settlements.
Directs fraud prevention and detection activities.
Ensures continuous preparation for internal and external audits, including State and Medicare audits.
Enforces compliance with Baylor Health Care System regulations, including appropriate billing of physicians who are patients.
Billing and payer collections are provided through our management company’s central billing office.
Patient collections are the responsibility of the hospital.
Accounting function – the majority of the facility’s accounting functions is performed by our management company. The CFO works very closely with that group.
