JOB DESCRIPTION:
Position Summary
This position is responsible for delivering high quality professional and executive-level candidates to the Pueblo of Sandia and its entities, while guiding hiring managers and candidates through the selection process. This individual will perform full lifecycle recruiting and maintain excellent relations with hiring managers, candidates, and the community at-large.

Reports to the Employment Programs Manager
Major Duties and Responsibilities
  1. Recruit applicants by attending college/job fairs at schools and businesses and by networking with community workforce resources to advance the Pueblo of Sandia as a prospective employer within the community.
  2. Confer with senior leadership to identify personnel needs, workforce planning strategies, and search assignments.
  3. Coordinate the recruitment process and respond to employment questions from employees and applicants.
  4. Develop and maintain a network of contacts, online recruiting resources and in-house ATS to identify, source and recruit the very best candidates.
  5. Review resumes and credentials for appropriateness of skills, experience and knowledge in relation to position requirements.
  6. Provide complete, accurate, and inspiring information to candidates about the company and position.
  7. Refers selected applicants to hiring department manager/director for interview process.
  8. Consults with all hiring-manager/departments to develop a thorough understanding of the department culture and uses that understanding to help candidates fully understand the opportunity.
  9. Conduct/arrange appointments for skills testing,
  10. Perform background and reference checks on all applicants for employment.
  11. Provide administrative support for employment activities; establish and maintain files and records pertinent to staffing,
  12. Facilitate new hire paperwork process and schedule pre-employment drug and alcohol testing
  13. Extends offers of employment to selected candidates under the direction of the hiring managers and within the guidelines of the Pueblo of Sandia’s policy and procedures. 
  14. Compile statistical data for all hire actions; oversee HRIS applicant-tracking system for preparation and generation of employment activities reports.
  15. Conduct orientation sessions for screening committee/hiring supervisor to outline hiring responsibilities and employment policies and procedures.
  16. Assist with employee development training activities and new employee orientations as required.
  17.  Develops an effective pipeline of key talent potentially available for immediate hire as succession planning needs dictate.
  18. Establish and maintain staffing requisition files to ensure compliance of recruitment and selection documentation.
  19. Review all new hire packets and PAR’s for completion and accuracy before submitting to Sr. Recruiter for approval.
  20. Instruct new employee or in-service training activities as needed.
  21. Attend departmental meetings/training.
  22. Performs detailed reference checking and/or reference analysis on selected candidates and reviews results with hiring managers
  23. Perform other duties as assigned.

Knowledge, Skills and Abilities
  1. Knowledge of recruitment and employment documentation principles, procedures, and requirements.
  2. Ability to design and develop recruitment plans.
  3. Knowledge of a range of recruitment strategies, candidate sourcing and techniques. Ability to analyze job requirements and establish appropriate applicant selection criteria.
  4. Ability to use independent judgment and to manage and impart confidential information.
  5. Ability to create, compose, and edit written materials.
  6. Strong analytical and interpersonal skills.
  7. Must have the ability to quickly learn systems, processes, and procedures.
  8. Perform searches for qualified candidates according to relevant job criteria, using computer databases, networking, Internet
  9. recruiting resources, cold calls, media, data mining. recruiting firms, and employee referrals.
  10. Demonstrated skills in PC applications, including word processing, spread sheets  data bases and HRIS systems such as Taleo or HRLogix.
  11. Excellent verbal and written communication skills and the ability to maintain effective working relationships. 
  12. Ability to handle multiple activities, projects and priorities in a fast paced environment.
  13. Ability to maintain confidential information. 

JOB REQUIREMENTS:
Minimum Qualifications, Education and Experience
  1. Associate degree in one of the following:
    • Business Administration
    • Business Management
    • or a related field. 
  2. One (1) to two (2) years of directly related experience in an administrative office, human resources or staffing position.
  3. May consider an equivalent combination of education and directly related experience. 
  4. General understanding of human resources practices,and administration. 
  5. Bilingual skills (English and Spanish) preferred.
Licensing Status
Must be able to successfully pass a Background Investigation.
