Position Summary
Under the direction of a Facilities Manager, operates heavy equipment to perform public works projects, road maintenance, and construction activities.
Supervision Exercised
Reports to the Facilities Manager.  May take direction by the Public Works Director.
Major Duties and Responsibilities
  1. Operate on and off-road vehicles and equipment including bulldozers, graders, backhoes, trench diggers, cranes, scrapers, snow plow truck, belly dump, salt spreader truck, rotary broom, water truck, dump truck, bobtail truck, sweeper, compactors, tractor weed mower, pump truck and flat bed truck.
  2. Demonstrate adaptability and resourcefulness in the safe and efficient operation of vehicles for a variety of assigned purposes including towing, backing, and transport of other vehicles and equipment; hauling sand, aggregate, and other material; pumping and draining water; maintenance of rights-of-way and unpaved road and parking surfaces; and cuts weeds and grass along tribal roads.
  3. Maintain a daily work log. Report any issues concerning equipment.
  4. Operate pumps, hydrants, hoses and other auxiliary equipment as desired or directed.
  5. Check equipment daily to maintain efficient and safe operational status including inspection and testing of tire conditions and air pressure, brakes, mechanical and engine fluids, water, brake lights, head lights and such other systems and equipment as required.
  6. Maintain the safe working condition of all equipment; conduct pre-trip and required periodic inspections of equipment; perform minor repairs on equipment and promptly report the need for major repairs to the Facilities Manager.  
  7. Perform duties of a laborer including breaking, mixing, and placing concrete and asphalt using hand and power tools; installing pipe sections, valves and fittings; lifting and loading material and equipment; clearing and cutting tress, brush, and trash; and other tasks as required.
  8. Utilize proper safety precautions related to all work performed. 
  9. Perform heavy and semi-skilled construction maintenance and labor work when not operating regularly assigned equipment.
  10. Operate vehicles under adverse weather conditions.
Secondary Duties and Responsibilities
Any excavation, utility damage or repair will require the use of the Heavy Equipment Operator until project is complete. 24 hours a day availability.
Knowledge, Skills and Abilities
  1. Must have considerable skill and ability in the operation of heavy equipment and a general knowledge of construction and vehicle safety.
  2. Must possess the ability to work with the equipment, tools and materials specified in this classification.
  3. Demonstrated ability to operate a backhoe in support of utility construction.
  4. Ability to operate front-end loader and pavement breaker.
  5. Demonstrated ability to operate bulldozer, scraper, loader and various other heavy equipment.
  6. Ability to read and understand blue prints and grade-to-grade stakes.
  7. Ability to work on steep slopes.
  8. Demonstrated ability to operate motor grader, backhoeand in performing street and storm drain maintenance and repairs.
  9. Ability to maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include walking, standing or sitting for extended periods of time.
  10. Ability to communicate with others,make sound decisions, and to assimilate and understand information, in a manner consistent with the essential job functions.
  11. Ability to operate assigned equipment and vehicles.
  12. Performs other projects and tasks as assigned.
  13. Ability to perform duties considering the full use of Personal Protective Equipment without restrictions.
  14. Perform additional duties and responsibilities as necessary or assigned.

Minimum Qualifications, Education and Experience
  1. High school diploma or GED required.
  2. Total of Five (5) years general road construction experience including the operation of various types of heavy equipment
  3. Two (2) of those years must include the full time operation of backhoes and/or graders
  4. A valid Commercial Driver's License, class A.
    • (Must obtain a valid New Mexico CDL, class A license within 6 months of date of hire and retain a valid license while employed in this position.)
    • (Must not have been convicted of a DUI in the past three year from the date of hire).
  5. Must have a Crane Operator Certificate.
Licensing Status
Must be able to successfully pass a Backgroundand Character Investigation in compliance with PL 101.630.
