Position Summary

Responsible for the management of all Tribal lands and general real estate matters including land leases, deeds and easements in coordination with federal agencies and legal counsel.  Works closely with respective departments relative to the development of maps, land status records, historical data, environmental and cultural projects. Responsible for developing land, realty and policies and procedures for all Tribal property.

Supervision Exercised

Reports directly to the Governor and Tribal Council. Engaged in the day-to-day involvement with all land related issues and reservation housing units.


Supervises the following staff:

  • Pueblo Planner
  • Realty Officer
  • Administrative Coordinator
  • GIS Manager


Major Duties and Responsibilities

  1. Negotiates leased and purchased property terms and manages the maintenance of, collections and auditing of funds of leased property owned by the Tribe.
  2. Oversees the development and negotiations of all real estate contracts to ensure contracts are fully executed.
  3. Through interactions with multiple departments, Tribal Council, and Federal agencies, monitors, assists and manages activities and suitable usage of open space, trust lands, range, fee lands and grant lands owned by the Tribe. In conjunction, writes and manages grants.
  4. Initiates & oversees the successful conversion of fee-to-trust land for the Pueblo’s benefit.
  5. Prepares statistical reports to reveal trends in tax rates in surrounding communities.
  6. Develops and implements strategic goals and objectives, monitors organizational policies and procedures to ensure compliance with directives.
  7. Develops and oversees Strategic Master and Land Use Plan in conjunction with other departments
  8. Initiates, prepares, and presents land activity reports to the Tribal Council, committees, organizations and other entities as necessary.
  9. Ensures future lands usage will be based upon existing infrastructure, project future infrastructure needs and secures the availability of related resources, such as utilities.
  10. Establishes internal operating procedures and develops internal tracking systems and additional safe guards as necessary to protect all Tribal Lands, assets, employees and Tribal property.
  11. Oversees and manages the coordination of the delivery of services between BIA, IHS, MRGCD, USDA, State of New Mexico, FHWA and other agencies as necessary.
  12. Plans, formulates and administers a departmental budget.
  13. Makes presentations and participates in committees with boards, commissions, and/or organizations where expertise and responsibilities require participation.
  14. Performs additional duties and responsibilities as necessary or assigned.

Minimum Qualifications, Education and Experience


  1. High School Diploma, GED certification or equivalent
  2. Bachelor’s degree in Business Administration, Public Administration or related field of study and ten (10) years of experience in a position involving one or more of the following areas; land acquisition and administration, development, planning, fee to trust, grants management; including five (5) years supervisory experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling fourteen (14) years may substitute for the required education and experience.
  3. Must possess and maintain a valid, unrestricted New Mexico Driver’s License



  1. Real Estate Broker’s License
  2. Master’s degree in a related field from an accredited college or university.

Licensing Status

  1. Must be able to successfully pass a background and character investigation in compliance with PL 101.630.
  2. Will require a post-offer, pre-employment and random drug screening.

Working Conditions

  1. Work is performed mostly indoors and outdoors. Outside work is subject to temperature extremes and inclement weather conditions.
  2. Work hours subject to change with overtime work required.
  3. Subject to hazards which may cause personal bodily harm; smoke; diseases; cuts bruises, burns, common cold, influenza, dust, odors and elevated noise levels.
  4. Tasks may be performed on uneven, inclined, hard and soft carpeted floors, cement structures and surfaces.
  5. Duties may involve walking, standing for long periods of time, sitting and crouching.
  6. Specific required movements include the following:
    1. Trunk- bend, twist, rotate, push, pull, carry.
    2. Arms – reach, carry, lift, twist, and rotate.
    3. Legs – lift, push, pull, twist, and rotate.
    4. Hands – Grasp, manipulate bilateral coordination, hand and eye coordination, and overall and finger dexterity.
