JOB DESCRIPTION:

GENERAL ROLE AND REQUIREMENTS OF POSITION:
Under general direction of the Chief Information Officer and as a key partner in the growth of this dynamic organization, we require someone who can serve as a proactive, hands-on manager yet articulate a strategic vision that will drive operational performance with a high degree of accountability.  Must be able to provide a crisp, clear and intuitively understandable roadmap for technology's effective contribution to the Clerk's vision, mission, goals, strategies, as well as ensuring efficient day-to-day operations.  Must be an outstanding communicator in order to establish and maintain effective working relationships with the employees, public, internal customers, legal community, and the judiciary partners.  In addition, the successful candidate will have the ability to build and manage a high performing team.
IDEAL CANDIDATE MUST HAVE:
Significant management experience in a large governmental agency or IT focused organization with 24/7 operations. This position manages numerous simultaneous complex projects, and must ensure timely and accurate support of systems and applications utilized by the Clerk & Comptroller’s Office. Successful incumbent will be responsible for the management of a comprehensive case management system, as well as other organizational enterprise applications.
A demonstrated commitment and investment to the utilization of progressive technology, including:
 

  • datacenter virtualization (VMware)
  •  SAN (Compellent)
  • single comprehensive back-up solutions (CommVault)
  • implementation of systems to support paperless solutions being directed in the court systems

(CSI automated redaction and Showcase Court systems)
 

  •  the movement to Linux in the PeopleSoft HCM/FMS systems

 
 

 
POSITION DUTIES/RESPONSIBILITIES:
 

  • Provides vision, leadership and oversight forthe various aspects of IT Infrastructure/Support including server, networks, database environment, desktop support and help desk for the Palm Beach County Clerk of Courts and Comptroller.
  • Coordinates with other divisions, senior staff, external agencies/departments, and the general public to ensure effective communication and the accurate and timely delivery of services.
  • Leads the implementation and support of hardware and software solutions in a 24/7 support environment that maximize the availability of mission critical systems for the user community.
  • Reviews/utilizes metrics to evaluate the Infrastructure and Support (Help Desk) areas’ performance in meeting established goals and milestones, and to plan and implement initiatives in support of the organization’s vision, mission, and values.
  • Provides third tier problem determination/resolution as it relates to IT Infrastructure issues.
  • Partners with the Technology Delivery Team (Applications) to provide network, desktop hardware/software, and system upgrades and maintenance.  Facilitates the relationship between Infrastructure/Support Services and Applications/Technology Delivery to resolve problems and issues beyond the scope of the Help Desk staff.
  • Develops, monitors, evaluates, and manages Service Level Agreements (SLA) with all customers and conducts “baseline and checkpoint” surveys to measure performance.
  • Performs capacity and resource planning. Assists in the evaluation of computing resources to ensure effective and efficient use and recommends additional resource capacity where/when necessary to ensure optimum systems performance.
  • Develops and implements backup and recovery strategies to protect the Clerk’s data assets to include disaster recovery procedures.
  • Contributes to the development and implementation of security policies, practices, and procedures to ensure the Clerk’s computing resources are protected from unauthorized access and malicious attacks.
  • Develops technical and business proposals for management’s consideration. Defines functional/technical specifications for network and computing resources. Researches, evaluates, and recommends new hardware and software technologies.
  • Provide technical leadership and mentoring to staff to include developing training and development plans.
  • Plan and prepare budget documents.  Monitor status of allocated budget funds and control expenses

 

 
 


JOB REQUIREMENTS:
  • BS/BA degree in Computer Science or Information Technology.
  • 8+ years’ experience in leading IT Infrastructure teams including Network and Server support, Desktop Support and Help Desk functions.
  • Additional years of related experience may be substituted for required education on a year-for- year basis.
  • Strong understanding of Infrastructure and Operations including: networks, servers, desktop and help desk functions.
  • Demonstrate knowledge of network and data security and web technologies including Intranet/Internet and MS SharePoint.
  • Demonstrate ability to make sound and timely decisions per existing procedures, regulations, and guidelines.
  • Ability to bridge the knowledge gap between Applications and Infrastructure teams.
  • Possess foreseeability of Infrastructure changes depending on needs of the business units and legislative mandates.
  • Ability to link current business needs with future innovations. 
  • Analyze complex processes to develop complete and viable technological solutions for improvement.

 
Computer Equipment and Software Requirements:
 

  • General understanding of IBM AIX servers, Dell Power Edge servers, UNIX operating systems and related software and services
  • General Database Administration knowledge and Architecture (SQL, Oracle)
  • Windows (Server and Workstation) operating systems and related software and services
  • TCP/IP and related software and services
  • General understanding of Desktop and Help Desk functions and related software including BMC
  • MS Office Suite including MS Visio and PowerPoint
  • Knowledge of MS SharePoint is preferred
