Manager of Strategic Development

Job Description

Summary:  The Manager of Strategic Development is an individual contributor who will represent the office of the COO in supporting the Oneida Indian Nation’s strategic development initiatives by researching, analyzing, vetting and, where appropriate, developing new business initiatives and strategic partnerships. The Manager of Strategic Development will engage in strategic initiatives with a primary emphasis upon strengthening stakeholder relationships and working with Oneida Nation Enterprises to tailor solutions, prioritize objectives and proactively advance efforts towards project launch. The Manager of Strategic Development Manager will also assist the COO with other activities while supporting the organization’s mission, vision and values through responsible economic development.  Superior time management, high competency in listening to stakeholders and creating potential solutions across a broad spectrum of disciplines and analysis of the opportunity cost is at the forefront of this role. The Manager of Strategic Development will work closely with the General Counsel to evaluate and consider the overlap and intersection between the Oneida Indian Nation’s legal strategy and economic development initiatives.

 

Duties & Responsibilities:

  1. Work closely with the Chief Operating Officer to research, analyze, vet and, where appropriate, develop new strategic partnerships and development initiatives.
  2. Perform or support opportunity assessments, feasibility studies, market studies, and concept testing.
  3. Identifies and evaluates project consultants and contractors, and coordinates their work as directed by the COO to ensure clear communication and fulfillment of all project specifications.
  4. Support the COO with negotiation of agreements that fulfill the Nation’s strategic development interests and goals.
  5. Evaluates competition, new markets, and other factors to create and execute pursuit strategies.
  6. Identifies potential development sites and researches the property ownership within those sites, as applicable.
  7. Manages and completes comprehensive due diligence reviews, market analysis, financial models, and site design.
  8. Prepares comprehensive presentation materials that include, exhibits of development merits, demographic analysis, market analysis and competitive product evaluation suitable for approval by the COO. 
  9. When the Nation decides to pursue a business or economic development strategy, support the in coordinating Nation departments and, where applicable, outside firms/vendors to ensure effective communication of project goals, expectations, timelines, resources and deliverables, and serve as a point of contact for teams when multiple units are assigned to the same project to ensure team actions remain in synergy and on time.
  10. Performs quality control on development initiatives throughout development and launch lifecycle to maintain the standards expected.
  11. Periodically attend, or represent the Nation, at selected meetings and events on behalf of the Nation, as directed by the COO.
  12. Responsible for understanding costs associated with development including physical construction costs, site development costs, pre-development costs and estimates.
  13. Prepares reports, correspondence and other administrative paperwork on time and with professionalism and accuracy.
  14. Partners with financial colleagues on pro forma creation by providing sound guidance on project assumptions, projections, and anticipated costs.
  15. Partners with cross-functional colleagues to coordinate full and open collaboration throughout the economic development lifecycle.
  16. Solicits and assesses stakeholder feedback to identify what motivates strategic development decisions and utilize information to adjust approach to drive better outcomes faster.
  17. Other duties as assigned.

Job Requirements

Minimum Qualifications:

 

  1. Bachelor’s Degree, or comparable graduate or professional degree.
  2. Must have 4 years of experience in a strategic or business development, planning or analysis role.
  3. Must have 4 years of experience in strategic or business planning with specific experience and working knowledge of site selection, performing feasibility analysis, market evaluation, proformas, underwriting/financing of deals and business/project planning.
  4. Must adhere to strict confidentiality requirements in handling sensitive information with discretion.
  5. Must be available to attend evening and weekend meeting and events and be responsive to requests outside of regular office hours.
  6. Consistently represents the Oneida Indian Nation with a polished, professional image to include appearance, communications and behaviors.
  7. Strong technical knowledge of design, construction and underwriting/financing of deals is required.
  8. High degree of experience in budget planning, expense monitoring and profit and loss responsibility required.
  9. Requires significant experience leading stakeholders/large organizations through multifaceted transactions with a lengthy project cycle.
  10. Strongly prefer experience across diverse sectors or markets.
  11. Demonstrated ability to navigate large organizations, including proven success challenging stakeholders to embrace change.
  12. Proven track record in problem identification, diagnosis and designing creative solution-oriented and financially sound approaches to economic development challenges
  13. Demonstrated ability to translate complex concepts into impactful statements for a variety of audiences.
  14. Demonstrated ability to deploy effective negotiation techniques with an emphasis upon obtaining mutually beneficial outcomes and achieving results.
  15. Economic development sophistication necessary to remain attune to customer buying signals and identify what is driving or hindering progress towards close.
  16. Demonstrated ability to balance a robust and disparate project pipeline, specifically including meeting deadlines amidst changing priorities and unexpected interruptions.
  17. Computer proficiency, including working knowledge MS Office; including Word, Excel, Access, and Power Point.
