MANAGER - HUMAN RESOURCES

To assist in the operation and management of the Human Resources Department. Plan, organize and direct the activities of Human Resources for the Resort/Casino.
DUTIES AND RESPONSIBILITIES
include the following. Other duties may be assigned.
Assists in the administration and coordination of Human Resources Department activities; including Team Member relations, safety, terminations and employment practices.
Under the supervision of the Chief HR Officer, coordinates HR activities with management to ensure policy consistency. Plans, organizes and coordinates management training in HR practices such as hiring, separations, promotions, performance reviews, safety and harassment.
Evaluates assigned programs and reviews policies, procedures and methods used for effective utilization of resources and achievement of goals; formulates, recommends and/or implements action for program improvement.
Supervises and directs through subordinate supervisors a variety of personnel activities including hiring, performance evaluations, training, and disciplinary actions, and terminations.
Interprets and explains personnel management provisions of laws, rules, policies and agreements to Tribal Team Members, Team Member organizations, and the public.
Keeps abreast of all local, State, Federal, Tribal doctrine, and other regulatory agency laws, rules, regulations and policies applicable to employment practices to ensure compliance.
Directs and assures the maintenance of records and preparation of reports necessary for Tribal Enterprises and Casino operations; prepares reports and correspondence as required.
Advises management in appropriate resolution of Team Member relation issues.
Keeps records of personnel transactions such as hires, promotions, transfers, performance reviews, separations and Team Member statistics.
Responds to inquiries regarding policies, procedures and programs.
Conducts wage surveys within labor market to determine competitive wage rate.
Conducts grievance interviews, investigations and reports. Reports results to
Chief HR Officer
Conducts exit interviews to determine reasons behind separations.
Carries out supervisory responsibilities in accordance with Tribal policies. Responsibilities include interviewing, hiring and training employees, planning, assigning and directing work; appraising performance, rewarding and disciplining Team Members; addressing complaints and resolving problems.
Ability to maintain strict confidentiality of classified information. Must be competent with various PC-based software programs: HRIS, Excel and Windows. Knowledge of methods, principles and practices of Human Resources Development. Knowledge of general office practices and procedures. Skill in operating standard office equipment such as a calculator, telephone and computer. Ability to exercise independent judgment. Ability to develop and maintain a pleasant and effective working relationship with Tribal Council, Directors, other staff and co-workers.
EDUCATION and/or EXPERIENCE
Bachelor's degree (B. A.) from four-year college or university in HR, Liberal Arts or related field and three years related experience and/or training; or equivalent combination of education and experience.
